What's up with the site banner?

I don't know if this has been happening to anyone else, but within the past few days, when I click on or reload any page around here, the site banner at the top of the screen is constantly changing for some reason in between these:
It's not only on my computer where this is occurring. Even on my laptop does the banner frequently change every time I load or reload a page. I really don't get it. Is this happening to anybody else?

It's supposed to be happening 
There should be a fourth banner in there as well... the one Neon Black made a while ago. It was suggested a while back that I put the banners on an automatic rotation, and I finally decided to do it.
Is this a complaint, or just an observation?
