Robotnik and sedition.

Aside from Snively (who was his nephew, and probably would have sided with him anyway,) Robotnik never seemed to use this tactic against King Acorn, when launching his coup. Why do you suppose Robotnik never sought to stir sedition among the Mobians? Perhaps if he had done so, he have had to deal with fewer freedom fighters.
